**“One in a Million” Military Round Malfunction Over 5 Freeway at Camp Pendleton Exercise Remains Unexplained, Marine Corps Report Finds**
The unexpected detonation of a military round over the 5 Freeway during an exercise at Camp Pendleton in October was described as a “one in a million” malfunction by investigators, according to a report released Friday by the U.S. Marine Corps. Despite a thorough investigation, experts have struggled to pinpoint the exact cause of the premature explosion.
The military round exploded earlier than intended because its fuze activated prematurely, sending metal shrapnel raining down below. A California Highway Patrol (CHP) cruiser was among the vehicles punctured by the falling debris.
> “Of all days for this very low probability event to happen, why this one? What was different from the thousands of times before this event employing the same shell-fuze combination, weapons system, and highly trained Marines?” the report stated.
> “There is no definitive answer to these questions.”
### Incident Details
The incident occurred on October 18 during the Marine Corps’ 250th anniversary celebration. Vice President JD Vance had recently been escorted to Camp Pendleton to witness the exercise. As part of the event, a 17-mile stretch of the freeway was closed approximately 30 minutes before the exercise was set to begin at 1:46 p.m., leading to frustration among thousands of weekend travelers.
Initially, the White House criticized California Governor Gavin Newsom for shutting down the freeway during the military exercise. On X (formerly Twitter), the White House stated that “the Marines repeatedly said there are no public safety concerns.”
However, after news of the early detonation spread, Governor Newsom demanded an apology from the Trump administration. He called the exercise “reckless” and labeled it one of the White House’s “vanity projects.”
In response, Diana Crofts-Pelayo, a spokesperson for Newsom’s office, stated,
> “We’re thankful to the Marines for their thorough and precise investigation in stark contrast to the dangerous and performative demands by JD Vance and Pete Hegseth to shoot live ammunition over a civilian area for their entertainment.”
The White House did not respond to requests for further comment.
### Investigation Findings
The Marine Corps report confirmed that no injuries resulted from the falling shrapnel, although the debris did strike a CHP vehicle and a motorcycle near Las Pulgas Road.
The round responsible was identified as an M795 artillery shell paired with an M767A1 fuze. The fuze is designed to electronically detonate the round at a predetermined point, but in this case, it exploded prematurely at approximately 453 meters (about 1,486 feet) in the air, around 3,300 feet from the point of firing.
Shrapnel pieces that struck the CHP vehicles measured roughly 2 inches by 2½ inches.
### Reliability and Possible Causes
The M767A1 fuze used in the exercise is considered “extremely reliable” and had only one prior recorded malfunction in 2017. According to the report, it is “manufactured to a tolerance of one defect in a million,” making the likelihood of malfunction “a statistical anomaly that was outside any reasonable probability.”
Investigators ruled out the possibility of the round striking a drone in the area. While it was noted that the round could have hit a bird, no birds were observed along the projectile’s flight path during the incident, and no organic residue was found on the shell fragments.
Instead, the report suggested a few potential contributing factors:
– The M777 Howitzers (artillery guns) used to fire the rounds had recently been repositioned three days prior to the event. They occupied a 50-by-50-meter area, smaller than originally planned, with some guns placed as close as 10 to 15 feet apart.
– Several career artillery officers noted they had never seen howitzers placed that close together but acknowledged there was no formal minimum distance requirement governing gun placement during administrative live-fire exercises.
– The fuze might have been exposed to “anomalous electromagnetic energy in the vicinity.” Investigators contacted the United States Secret Service to determine if electronic countermeasures (ECM)—which can disrupt or jam electronic systems—were used during the demonstration. The White House Military Office confirmed no such measures were taken.
