
EU plans to ban Chinese universities from half of Horizon Europe
The European Commission is planning significant changes to its Horizon Europe research and innovation programme, which has a total budget of €93.5 billion. According to a draft of the work programme for 2026-27, Chinese entities could be excluded from participating in nearly half of the programme’s activities.
The proposed restrictions focus specifically on Clusters 1, 3, and 4. These clusters cover key areas such as health, civil security for society, and digital, industry, and space sectors. Notably, the draft includes a provision that would prohibit joint research efforts between European scientists and Chinese counterparts on health-related topics.
This move reflects growing concerns about collaboration and competition in strategic research fields and marks a significant shift in the European Commission’s approach to international partnerships within Horizon Europe. Further updates are expected as the work programme is finalized.
