**Mumbai: BMC Invites Tender for Operation and Maintenance of Aspirational Toilets Despite Stay Order**
Despite a stay order on the construction of aspirational toilets at seven locations in Mumbai, the Brihanmumbai Municipal Corporation (BMC) on Tuesday invited a tender to appoint a contractor for the operation and maintenance of these toilets for the next 10 years.
These toilets are located at key spots across the city, including opposite Lion Gate, on K.B. Patil Road opposite the High Court, Vidhan Bhavan, Banganga in Walkeshwar, Mahim Reti Bunder, opposite Fashion Street, and Khau Galli.
### Background of Aspirational Toilets
Under the Swachh Bharat Mission 2.0, aspirational toilets—modern public restrooms designed for high-footfall areas—were planned at 14 locations in Mumbai. However, seven of these locations were dropped due to various reasons:
– Three sites were on open spaces.
– One in Dharavi was excluded due to its inclusion in a redevelopment project.
– One near Sion Fort lacked permission from the Archaeological Survey of India (ASI).
– One in Worli (VB Worlikar Marg) was canceled by the civic authorities.
Eventually, only seven toilets were constructed at a total cost of Rs 12 crore.
During the recent assembly session, the state government ordered an inquiry led by Municipal Commissioner Bhushan Gagrani into alleged rule violations concerning the construction of these toilets in South Mumbai.
### Scope of Tender and Maintenance Work
Despite the ongoing inquiry and stay order, the BMC has proceeded to issue a tender to appoint an agency responsible for 24×7 operation of these public toilets. The scope of work includes cleaning, waste management, utilities upkeep, maintenance of facilities such as sanitary napkin dispensers and baby care rooms, safety measures, user guidance, and reporting.
A civic official from the Solid Waste Management department stated, “The contract for these aspirational toilets was awarded in 2023. It was funded by the Mumbai City District Planning and Development Council (DPDC) fund and sanctioned by then Guardian Minister Deepak Kesarkar; current officials are not responsible for the project.”
### Official Statement on Operations
Municipal Commissioner Bhushan Gagrani commented on the situation, saying, “There are no major issues except at Lion Gate and Fashion Street locations. We have requested the state government to allow continuation and lifting of operations at other places.”
